Manager (Research Office)
The incumbent supports the Chairman Medical Board in providing leadership and management of the Research Office as well as to promote research activities in SKH. He/she will work closely with stakeholders and funding agencies to support the research activities in SKH as well as implement research policies and regulations from SingHealth, National Medical Research Council (NMRC), Ministry of Health (MOH) and other research regulatory authorities.
Key Responsibilities
1. Research Development and Promotion

Support the development and implementation of clinical, translational and allied health research initiatives within SKH.

Promote a strong research culture and evidence-based practice across the institution.

Coordinate the implementation and monitoring of key research programmes and projects.

Work with institutional leaders and stakeholders to develop and administer seed funding programmes and pilot project initiatives.

Organise and support research-related events, workshops and engagement activities.
2. Research Administration and Project Support
-
Advise and support researchers in identifying and applying for appropriate funding opportunities.

Coordinate the administration of awarded research grants and projects.

Facilitate research regulatory submissions and approvals, including applications to the Centralised Institutional Review Board (CIRB), Institutional Animal Care and Use Committee (IACUC) and other relevant authorities, where applicable.

Track project progress and ensure adherence to funding and reporting requirements.

Support researchers in the dissemination of research findings through conferences, publications and other platforms.
3. Financial Management

Monitor and analyse research funding utilisation and expenditure.

Support budget planning, forecasting and reporting for research grants and programmes.

Provide guidance to Principal Investigators and researchers on grant budgeting, optimisation and cost justification.

Ensure compliance with institutional financial policies and funding agency requirements.
4. Research Governance and Compliance

Support the implementation and monitoring of research governance frameworks and institutional policies.

Ensure compliance with the Human Biomedical Research Act (HBRA), Personal Data Protection Act (PDPA) and other applicable regulations.

Provide guidance to researchers on regulatory and ethical requirements.

Support the review, development and implementation of research-related policies, processes and standard operating procedures.

Participate in institutional committees, workgroups and cross-functional projects as assigned.
5. Resource Planning and Management

Oversee the administration and utilisation of research facilities, equipment and other research resources.

Ensure research facilities and infrastructure are operationally ready and adequately maintained.

Assist in manpower planning, workforce deployment and resource allocation to support departmental operations and strategic priorities.

Monitor resource utilisation and recommend improvements to enhance operational efficiency and effectiveness.
6. Quality Improvement and Strategic Initiatives

Participate in quality improvement initiatives and process enhancement projects.

Review and streamline workflows to improve service quality and operational efficiency.
-
Support the collection, analysis and reporting of research-related performance indicators and institutional metrics.

Contribute to strategic planning and initiatives that strengthen research capabilities and outcomes within SKH.
7. Stakeholder Management
-
Build and maintain effective working relationships with internal and external stakeholders, including researchers, healthcare professionals, academic institutions, funding agencies and regulatory bodies.

Facilitate collaboration and communication to support research objectives and organisational goals.

Serve as a key point of contact for research-related operational and administrative matters.
Requirements
-
Degree in Life Sciences, Biomedical Sciences, Health Sciences, Nursing, Allied Health, Healthcare Administration, Business Administration or a related discipline with at least 6 years’ relevant experience and managerial / supervisory experience.

Relevant experience in research administration, healthcare operations, grant management, research related actitives or project management would be advantageous.

Familiarity with research governance, regulatory requirements and funding administration is preferred.

Strong organisational, analytical and stakeholder management skills.

Excellent written and verbal communication skills.

Proficient in Microsoft Office applications and data management tools.

Able to work independently and collaboratively in a fast-paced environment.
